Queensland has declared its third Provisional Priority Development Area (PPDA) and, for the first time, the Gold Coast is part of the story. The inclusion of Varsity Lakes in the Land Activation Program (Tranche 2) PPDA among seven precincts across Queensland marks the Gold Coast’s first PPDA. It signals the growing role of accelerated, State-led planning pathways in delivering housing and mixed-use development outcomes on government land.
Why does this matter?
- It demonstrates the State’s increasing reliance on the PPDA mechanism to unlock underutilised government land.
- It provides the Gold Coast’s first practical example of how the PPDA model will operate locally.
- It may offer a glimpse of what is to come for other strategic projects, including the proposed Miami Creative Industries Precinct.
In our latest Insight, we unpack:
- Why the PPDA pathway was preferred over the conventional Planning Act process;
- The key differences between a PPDA and a PDA; and
- What the Varsity Lakes declaration means for developers, government and the Gold Coast planning landscape.
The declaration is another reminder that Queensland’s planning toolkit is evolving, and those involved in housing, infrastructure and catalytic development projects should consider the range of pathway options available for the best fit.
